Hannah Carlock is joining RJL Solutions as the Senior Director of Public Affairs. Carlock will be based out of RJL Solutions’ Indianapolis office and will focus her efforts in serving clients through advocacy, lobbying, association management and public affairs services.
“Throughout my career in government and advocacy, I’ve had the privilege of watching RJL Solutions transform since its opening in 2017. I’ve always admired their tenacity and determination to succeed in their endeavors, and I am excited to join their team at this stage in their journey,” says Carlock. “I look forward to utilizing my knowledge and experience to position RJL Solutions’ clients as top leaders in their industries and continue expanding the organization’s footprint across Indiana.”
Carlock has spent nearly a decade working alongside legislators, advising on media and public policy, and boasts a wealth of knowledge in government and advocacy at the local, state and federal levels. Most recently, she served as Senior Director of Public Affairs at The Arc of Indiana, advocating for Hoosiers with intellectual and developmental disabilities. Among her many accomplishments while working at The Arc, Carlock successfully worked alongside advocates and legislators in the 2021 General Assembly Session to increase direct support professional (DSP) wages to a statewide average of $15 an hour.
In her personal time, Carlock is involved as a leader in several professional associations, including serving on the board of the Governmental Affairs Society of Indiana (GASI), the board of the Disability Legal Services of Indiana (DSLI) and the public policy committee of CICOA Aging and In-Home Solutions. She was also appointed by Governor Holcomb to serve as the state’s chair of the Community and Home Options to Institutional Care for the Elderly and Disabled (CHOICE) Board and on the Covid-19 Vaccination Allocation Task Force.

Carlock obtained her bachelor’s degree from Ball State University. She is also a graduate of the Indiana Leadership Forum and was recognized in the Indianapolis Business Journal’s 20 in their Twenties in 2021.
