Due to RJL Solutions’ unique relationship with Indiana’s national defense community, officials from the Miami County Economic Development Authority and Radius Indiana sought assistance from RJL Solutions’ Government Relations team in passing legislation to address state zoning regulations surrounding military bases. Originally adopted in 2005, Indiana’s land use regulations in areas of close proximity to military bases were outdated and created mission compatibility and sustainment barriers for military operations.
RJL Solutions brought the issue and a proposed legislative solution to key members of the Indiana General Assembly for drafting an introduction in the 2023 General Assembly Session. Senate Bill 332 was ultimately drafted to comprehensively address zoning regulations surrounding Crane Naval Base, Lake Glendora Testing Facility and Grissom Air Reserve Base. Specifically, the legislation codified a process for local units of government and base commanders to utilize for communicating land developments within a three-mile radius of the base, particularly those that might be incompatible with military operations, and mitigation procedures for ensuring safe and responsible land use. In addition, the legislation requires a disclosure of proximity to a military base in residential and most commercial leases within a three-mile radius of the base.
With unanimous support, SB 332 passed the Indiana Senate and House of Representatives and was signed by Governor Eric Holcomb on April 20, 2023. Subsequently, the provisions contained within the legislation went into effect on July 1, 2023.
